With a 28" draw, should I go with a 29" or 30" arrow? I'm thinking on which one would give better arrow flight. Or does it matter.

What length of arrow do I need?

For general hunting use when your bow is at full draw, the arrow should be an inch longer than where your arrow rest contacts the arrow shaft. The final length will be determined by your individual bow setup. Arrow shaft length is not necessarily the same as the draw length of your bow.
To determine arrow length on a shaft, measure the distance from the forward area of the nock (the valley) where the string rests to the end of the shaft. If the shaft has a slide-on outsert, measure to the rear of the outsert. Depending upon where your gripping hand is in relation to the arrow rest, additional length may be needed to provide a safety margin to prevent contact with the cutting edges of a broadhead and your hand. One inch beyond the rest is a good safety margin.

The ATA draw length is the distance from the bow string to the pivot point of the grip plus 1.75 inches. So you could go with the 29 inch arrow. Going to a longer length may change the spine of the arrow and not give the proper flight.

Ok. Lets see if I got this figured out. I just ordered some gold tips. I have a 29 in draw and had the shafts cut to 29.5 without the inserts . Is that going to be too short? I shoot a WB and was shooting 30in XX75 that where just too long.

If you cut your fingers on the broadhead at full draw, you bought the arrows too short.

The only way to know the arrow length needed, is to draw the bow with a long arrow on it. Mark the shaft one inch in front of the rest. Most people will go to a bow shop to get arrows cut. It takes an arrow cutter and you will need the glue to put the insert in. It cost around 25 cents per arrow to get them resized. A little more if you need inserts and tips. Unless you have all the equipment, I would not recommend you try it. Arrows cost around $6 and you only get one chance to do it right.
